Polywall and Polymedia Deliver a Scalable Decision-Making Hub for Regional Government

Pavlodar Region is a key industrial and administrative hub in Kazakhstan, Central Asia, with a population of over 750,000. In recent years, the regional government (Akimat) launched a comprehensive digital transformation initiative to drive more responsive, data-informed governance. A central piece of this vision: an advanced monitoring and control center to coordinate critical services and make faster, smarter decisions.
Creation of a centralized Monitoring and Control Center to enable data-driven decisions and improve efficiency in public administration.
The primary objective was to enhance the effectiveness of the Akimat’s activities by implementing an integrated system for real-time monitoring, analytics, and inter-agency communication, leveraging modern display and big data technologies.

In its mission to modernize governance, the Pavlodar Akimat sought a high-tech platform to support strategic oversight, daily management, and crisis response.

To support its digital transformation goals, the Pavlodar Region Akimat established a centralized Monitoring and Control Center equipped with modern display systems and an integrated data analysis platform. The project encompassed the modernization of four key areas:

  • a control and monitoring center,
  • a situation hall,
  • an analytics room,
  • a meeting room.

A 17-module information analysis system developed on the Visiology BI platform was implemented to aggregate and analyze real-time data, enabling informed decision-making and reducing reporting time. The design of the center has to be multifunctional and adaptable, serving various purposes such as daily operations, analytics, and crisis management. To bring their vision to life, the Akimat partnered with Polywall and Polymedia.
